If it's someone who matters like a security council nation or an important strategic or economic partner then it's a good move. If it's someone small and pleasant like let's say the Netherlands or like Denmark then you probably traded favors or made a big donation to get a fun, cushy low-stress job where the next guy down the chain actually handles poo poo and you get driven around to nice parties and bang models looking for work visas.
