He was charged with destroying real property of the United States by means of fire, according to the criminal complaint filed with the court.

During his initial appearance, the judge asked Mann if he understood the charges brought against him, to which he replied "yes."

Mann also requested a court appointed attorney and stated he could only read and write "a little" in response to questions asked by the judge.

Mann said he did not set any fires but did admit to driving around in the area of Jones Creek Road around 9:30 p.m. Nov. 22, the criminal complaint states. While he was driving he encountered a black ford that he thought set a fire in the area. Once Mann saw the fire he drove to a local elementary school where he had cell service to call 911.

About a month ago, Mann said he was driving around Broadtree Road when he found another fire. "He said he didn't report it because he has always heard that the one who reports the fire is usually the one suspected of setting it," according to the complaint.

The fire was about 3-4 acres.

Mann admitted to setting the fires when Southard told Mann that Mann was his suspect, court documents state.

To ignite flames, Mann poured kitchen matches onto the ground and lit them. Then, he left the area and did not report the flames.

Mann said he called 911 on Nov. 22 after setting the fire near Jones Creek Road because he was scared.

"He became scared due to all the fires in the area," the complaint states.
