Re‐development is my theory.

1st is right on the edge of downtown and might be bulldozed for a stadium or whatever.

Streets further into the grid are less likely to be messed with.

After all, why would you name a street “1st Street” if you weren’t also naming a 2nd street at the same time?

A lot of the "First/1st" streets that used to exist are probably now state/county/whatever routes now and renamed to match, especially in the Eastern states where a lot of towns were laid out before we had any sort of paved inter-town road system over long distances. And cases where roads like that split into two one way streets through an old town center probably says a lot for the states where 2nd is also lower than you'd think.

It's not like the streets got obliterated, they just got new names.
