Last tournament took a few days to get that number of people too, so I am hoping they keep trickling in. If not, Jazz will be able to tweak the database I hope.

We're at 42 ~~sacrifices~~ fighters already. If we wanted to fill up to 60 we'd have 20 teams across 4 divisions or 5 per division, which seems like it'd interact weird with the tournament format. Plus that's 18 more people we need. If we limited ourselves to 48 people, that's 16 teams across 4 divisions or 4 per division, which is like the last one. And it's only 6 more people, meaning we could start much sooner!

It really depends on how long you want the tournament to be. There are always options of dropping a league round in the mix to enable a cut of one third (or however many are necessary) of the group and bring it back to binary.

They'll be similar to the real fighter I submit, because that fighter will be a useless untested gimmick build too, but you know, there would be a team of them instead of just one.
