They could have balanced it better, but creative is a powerful pick. Most games that allow custom faction setups balance their stock races without that in mind. Endless Legend for example; there's some races that go overbudget, and some that are under budget.

Wargaming apparently can't be bothered to make sure their updates don't ruin everything. It's solid game, though, you just have to set it to stay on one version until you finish your playthrough.

Well, they just released a major update and expansion, and they're still in the 'actively updating post-release' portion of the release cycle. That said- there actually seem to be some interesting features in the new update/expansion; I'd be curious to hear how things like 'independent civilisations' work, what the new victory condition is, and hear what the design for the three new playable species is, and I can't check it out myself until the LP ends. So if anybody cares to enlighten me in-thread, I'd be glad of it. Also: thanks, Tax Refund; I'll definitely see about at least obliquely referencing your work when the time is right.

They definitely didn't put anything up on Steam about it.

Anyways, the new victory condition is to destroy the Antarans, who are more of a pain in the rear end than they were in MoO2. Unlike in MoO2, their starting fleets WILL knock out any system defenses you have in the early game.

As for the new races:

The Elerians are Omniscient (can see all planets and fleets) and Telepathic (no ground invasion or assimilation and improved diplomacy and security), with +25% beam attack and defense. If you're trying to make them as a custom race you can't because this is a total of 16 points with zero maluses.

The Gnolams are Lucky (more positive random events), Fantastic Traders (+25% credits from trade treaties, +100% from trade goods), with +50% credits from population from a Low-G homeworld. If you're trying to make them as a custom race you can't because this is a total of 18 points.

Trilarians are Aquatic (homeworld is ocean and can improve ocean planets to a special type) and Transdimensional (+25% ship combat and movement speed). They're pretty worthless because if you're trying to make them as a custom race this is a total of 6 points.



Edit: Here are the points totals for the other races:

Alkari: 11 or 13 depending on how you want to count "Natural Pilots", which is just Transdimentional (4 points), +50% beam defense (4 points), and +25% beam attack (2 points) for 8 points instead of 10

Bulrathi: 9 points with +50% ground combat

Darlok: 12 points

Human: 13 points with -20% security

Klackon: 8 points

Meklar: 12

Mrrshan: 9 with improved diplomacy

Psilon: 7 with -20% security

Sakkra: 6

Silicoid: 18

Terran: 12 with +15% morale

The Elerians seem INCREDIBLY overpowered, and it looks like they'd be really good warmongers what with all the instantly taking/fully assimilating planets, beam bonuses, and perfect intel on fleets. Does that really fit their fiction? I remember them being cast more as enigmatic diplomacy-prone types who get what they want regardless, but because they can mind-control others into agreeing not because they took it by force.

How about the 'independent civilisations' thing? I'm curious to hear about that once anybody has experience with it. So Fantastic Traders is an upgrade of the existing Traders trait Humans get, huh? (Since that's +25% trade goods and trade treaty income.)

They were backstabby warmongers. Like, they'll cozy up to you if they're fighting someone else, but don't expect this to last. Fortunately, they sucked as a faction because feudalism. The sakkra had a bajillion, well, sakkra to make up for it, the elerians just had lovely outdated warships they rarely could take advantage of.

They're incredibly annoying to start next to on impossible settings in MoO2 because they're able to keep up in tech and their base defenses in space made them very hard to hit.

The Coldest War



The early 2520s saw the economy of the Human Republic begin to retool for military preparations amongst worsening relations with the Bulrathi Empire. Despite the costs presented by the collapse of trade, firms within the Republic adapted smoothly, helping to mitigate the worst of the costs borne by the Republic's population as the government began to float bond issues.

This random event gave us a free infusion of about 400 trillion credits. Not enough to cover our major refit expenses coming up, but enough to soften the blow a bit.




In 2522, major breakthroughs were made in the generation of artificial gravity, allowing Human ships and offworld installations to be designed with gravity generators. The improved viability of offworld installations meant that planets with particularly resource-rich moons could use industry on the lower gravity wells of their moons to support expanded shipyard complexes in orbit using artificial gravity to make work comfortable and efficient, and far more productive than earlier shipbuilding methods. Of Humanity's colonised worlds, only Paradise had a moon suitable for supporting such an orbital shipyard complex, which promised to make Paradise the long-term center of shipbuilding for the Republic.

Earth wasn't generated with a moon; I justify this based on resources on the moons being used in improvements that require a moon.








Research over the following decade was largely driven by increased military spending, sponsoring both theoretical physics research and the development of new methods of shipbuilding and materials science. Improved understanding of physics, including a firm grasp of the behavior of faster-than-light tachyon particles, allowed for the development of sensitive FTL tactical sensor packages and refinement in existing weapons technology, while improved shipbuilding allowed for more sophisticated ship machinery, life support, and automation that helped reclaim usable displacement within a hull. Improved materials science led to a new generation of advanced armor alloys, tougher and more resistant to damage than existing titanium alloys.






The Defense Department sponsored a design contest following these breakthroughs, awarding design contracts for the Peacemaker battleship and Bejamin Hornigold scout frigate to Miller-Douglass Industries and the Battleaxe space control cruiser and Chevalier fleet escort frigate to Teyer-Young Weltraumwerke. The Peacemaker and Battleaxe were heavily-armed combat vessels, relying on multiple dorsal and ventral turrets mounting very heavy mass drivers as primary armament, with advanced targeting arrays and armor materials improving their combat performance. The Peacemaker-class further had its primary cannon designed for improved rate of fire, despite the sacrifices this made in firing stability. The Chevalier, for its part, combined a heavy load of defensive KKVs with a forward torpedo tube to launch heavy fusion torpedoes with a limited guidance package intended to engage fixed fortifications and ships unlucky enough to be unable to avoid their torpedo fire. The Hornigold, finally, was a fast and cheap scout with excellent strategic and tactical maneuverability and a solid nuclear armaments package to engage pirate vessels and installations.




Within the year, refits had been completed for all three fleet escort frigates in Space Fleet as well as the Davy Crockett. The Hugh Glass and the newly-commissioned Striker awaited future refit as Space Fleet desperately worked to assemble the resources to handle the needed upgrades. Upgrading ships from the Striker design to the Battleaxe design was staggeringly expensive, requiring a complete rebuild of the hull.



By 2535, academic study of the economic trends of interstellar civilisation, partly funded by firms interested in expanded trade, was a mature science, providing a framework for the eventual development of expanded trade volumes between the different worlds of Humanity. There was little practical application of this improved understanding, as of yet, but the future potential was great.

The Geosynchronous Warehouse is fairly expensive to build in exchange for a discount on buying out production on a planet. This is primarily useful on planets you expect to be doing a great deal of production purchasing, like major shipbuilding centers- it's not a structure you want on all colonies.





A year later, a heavy pirate vessel attacked the border fortifications of Tarazad from Tyrannus, suggesting the presence of a major renegade enclave amidst the scattered settlement of the rim. Although the attacking ship endured a great deal of fire from the fortifications before breaking up, it was only able to launch a single volley of conventional missiles, intercepted by the fortification's defenses. Even this, the pride of renegade might, was unable to effectively challenge the Republic's defenses.



By 2538, all approaches to the Paladiaus system had been fortified by the Industrious, and the Pinaka was upgraded to the new Benjamin Hornigold standard. Both the Industrious and the Pinaka set off driftward along the rim to establish a remote listening post in the Marindi system, hopefully to provide advance warning of hostile action by the Empire or by the pirate settlement in Gularn.

The 2520s and 2530s ultimately passed with no new diplomatic incidents between the Bulrathi Empire and the Human Republic, although the Bulrathi Empire made no particular effort to reach out to the Republic and re-establish friendly relations. The future of Human-Bulrathi relations remained uncertain.

The Human Republic and Known Space as of 2540






Research and the progress of science has accelerated over the past decades, while the collapse of trade with the Bulrathi Empire has caused a major decrease in the size of the economy and the prosperity of the Republic's citizens. The space control cruiser Striker and the escort frigate Paladin have been commissioned into Space Fleet over the past two decades, while an expeditionary force of 160 million soldiers has been raised from Paradise and Earth. All of Space Fleet save the Striker has been modernised to the new designs developed in 2534, while the Striker is planned to undergo refit in 2548. Space Fleet and the expeditionary force are gathering at the border at Segel, ready to be dispatched at a moment's notice, while the Pinaka and Industrious have just arrived in Marindi.



Earth remains similar in many ways to its condition twenty years ago- the requirements of military development have largely halted any growth or development of the economy on Earth. The continued slow recovery of Earth's environmental quality is now nearly complete, with the overall condition of the planet excellent. Construction has started on a heavy defensive station in orbit, armed with a powerful array of mass drivers.




The population of Paradise has stabilised at approximately 20 billion, with birth and death rates nearly equal. The past two decades have seen Paradise launch a defensive station armed with a heavy load of missiles and the deployment of a major orbital shipyard complex, while employment in heavy industry has climbed to 200 million to support increased military expenditures. Environmental quality is slowly degrading under the weight of heavy industry, but the planet is by far Humanity's most important asset for building up a powerful Space Fleet. The mature economy of Paradise has led to an explosion of innovation on the planet, helping drive the continued scientific and technology progress of Humanity. The social pressures of such an immense population of Humanity have started to manifest in increasing crime and unemployment, although its society is still as healthy as could be expected.




Sunrise now exceeds a population of 10 billion, with growing social pressures causing minor breakdowns of order in portions of the planet. Massive development of heavy industry to support the current militarisation of the economy has caused severe pollution across the planet, with heavy smog in the cities and notable soil and water contamination in many places. An armed orbital Space Fleet command post and a missile-armed defensive station have strengthened the defenses of the planet, while facilities for organ cloning for improved surgical medicine have helped improve health and lifespan on the planet. Work is under way on major atmospheric plants that are hoped to check the continued contamination of the world's air.




New Babylon has seen its economy largely transformed by massive military spending, drawing fully 100 million of its population into an expanded heavy industrial plant. Basic orbital missile defenses and a standing ground army have been established here, while a Space Fleet command station is under construction. Profits from gas mining at Marduk still cover the growing need for imports to maintain New Babylon's infrastructure. Population growth is slow, but continues.




Improved automation has bolstered Niflheim's industrial sector, while industrial-scale hydroponics have helped render the local food supply far more secure. Basic missile defenses are in place over the planet, while establishment of farms for hardy fungal strains to supplement the local diet are under way. The planet is a rough frontier world with a hostile environment, but one slowly becoming more developed and prosperous.







The IIA has inserted two teams into the Bulrathi Empire, currently simply remaining in hiding in order to coordinate any hostile activities with the outbreak of war, should it come. The IIA notes that the Empire has established major shipbuilding projects on Bulra and Korga, dedicated to developing massive new battleships. The IIA believes that if these ships represent an addition to existing Imperial Fleet forces, they will be more than the Imperial economy can maintain, which may indicate the Empire plans to launch hostilities with an oversized fleet. Alternately, these shipbuilding programs may simply represent the Imperial Fleet decommissioning smaller vessels and focusing its strength in a larger, stronger battle line. Imperial technology remains firmly behind the Republic's technology, and heavy Imperial taxes have led to notable problems of social unrest and crime on every world of the Empire. The intensive development promoted by Bulrathi ecological doctrines has let it develop an extremely strong heavy industrial sector on Bulra, which means that the Empire should be able to rapidly reinforce the Imperial Fleet in the event of war, although Bulrathi military development has come at the cost of innovation and R&D.

Proposals For the People of the Republic

Research Priorities



Market research by trading and manufacturing firms hoping to take advantage of increased internal trade in the Republic is nearly complete, and is expected to revolutionise the Republic's economy. Other research programs currently being pursued by various laboratories and research departments include studies into mental training methods to encourage clear and rational thought and improved scientific methodologies, study of certain interactions between gravity and electromagnetic forces anticipated to have notable applications in both offensive and defensive ship systems, optical computing methods that should allow more powerful computers for military usage and civilian computing applications in entertainment that may help ease the growing social unrest on some worlds of the Republic, and a new generation of drive systems. Perhaps most unusual, some engineers believe that a factory ship may be able to collapse the material in asteroid belts into solid planets or blast off excess gas from a gas giant to help allow the core to be uncovered as a solid planet. Although there are still many more worlds to colonise in Human space, many of which are likely more valuable than the simple barren rocks that could be produced this way, nonetheless this could be of strategic value in helping to claim Warikomi with a Human colony.

Diplomatic Policy
Although the Bulrathi Empire may be willing to receive Human negotiators, as of this point there have been no positive efforts made by the Empire to renormalise relations. That said, there have been no direct provocations over the past decades, either- however concerning Bulrathi military buildups may be. The continued state of cold war has been difficult and wearing for the people of the Human Republic, with uncertainty about the future at a fever pitch. Demand for a resolution to the question of the Bulrathi Empire, one way or another, is higher than ever, and politicians must take a stand if they hope to be elected in coming elections.

War Economy
The decades of war economy have greatly slowed domestic development, although they have helped ensure Humanity is better-prepared should war erupt. Although the population is tired of the sacrifices needed, the war economy may be able to be extended for some time longer before demand of reduction of taxes in favor of civilian development becomes overwhelming.
Please vote yea or nay on whether to extend the war economy to further strengthen fortifications and ensure maximum military readiness before any outbreak of war.

Expeditionary Force Recruitment on Sunrise
The legislature has considered an expansion of the expeditionary force from 160 million to 200 million, recruiting soldiers from Sunrise. Such recruitment will, of course, somewhat slow Sunrise's development, but will ensure that the strength is in place to at least have a strong chance against the Bulrathi on the ground.
Please vote yea or nay on building one more Military Transport on Sunrise.

Peacemaker
A proposal to authorise expenditures needed to build the battleship Peacemaker on Paradise has been advanced in the legislature. This would be an expensive and lengthy process, but one that would greatly strengthen Space Fleet when it is complete.
Please vote between immediate construction of the Peacemaker, delayed construction until after some improved defenses or civil improvements have been established, or no appropriations at this time for the Peacemaker.

Civil Investment on Core Worlds
The next decades will likely see some civil investment on the worlds of Earth, Paradise, and Sunrise, even if a war economy is maintained. Civilian firms may invest into improved robotics and automation, which will reduce the needed labor force for heavy industry, even if overall heavy industrial output is nearly unchanged; alternately, they may favor investment into specialty industries and improved port facilities to promote increased trade and future growth in investment income.
Please vote on whether to prioritise Robo Miners or Space Ports first on our worlds.

Niflheim Development
Some voices in the local planetary legislature on Niflheim have called for emergency appropriations to further improve the planet's defenses, despite the heavy cost to its civilian economy- there is some uncertainty about whether the planet can stand against Bulrathi attack if war erupts. Others hope to establish more secure civilian development and law enforcement before further investment into defenses.
Please vote between immediate focus on improved defenses on Niflheim, or civilian-focused development.

It seems clear that the Human Republic is at a turning point- the future of its relations with the Bulrathi Empire hangs in the balance.

Quick lore question, is it conceivable that someone who was a young senator during the first war is still in office today? That was over a century ago, and I'm not sure what term limits/the average lifespan looks like these days.

We won't have to deal with that in this LP, because I'm keeping the version static for purposes of 'not breaking my save'.

Probably not. Human life expectancy is now closer to 125 years on average than 80, so it's not entirely impossible, but it would require a very old person who was unusually young for getting elected to legislatural office.

Basically because battle pods are an excellent way to improve the performance of absolutely every ship you build. Fighter bays might be useful, but battle pods are useful no matter what.

Well whatever else I decide, I'm all for conquering the butts off those bears. Preferably before they get their shiny new warships up. The sooner we stop those from being built, the greater our chances of victory!

Also, their planets are big and juicy, and it'd be nice to have our own nice, cozy sector of space to sit in until we meet other, hopefully less ursine species.

Focus research on teaching methods
Hawk as gently caress, - we built all these ships let's use them to take the Bulrathi off the board for good, lest we end up back here again next century
Yea on extending war economy - the space bears won't be pushovers, we need to be as ready as possible
Yea on raising troops from Sunrise - invasions will be nasty, but necessary. Best to have as many men and women under arms as possible before we start
Immediate construction of Peacemaker - the Bulrathi are currently constructing multiple ships of similar size, we need to have something that can hold its own in the batle line
Robominers on core worlds - even if the net output doesn't increase by much to avoid pollution, freeing up manpower for other pursuits is invaluable
Civilian development on Niflheim - the colony's not quite on its feet yet, and completely neglecting civilian development in favor of military preparations isn't feasible

This seems to work well towards my dream of a bear-free sector. Someday, our children's children will look back on this moment and say: "Man, gently caress those bears."
