Yes, because people are idiots. Public opinion dictates that every city should follow one of the following templates:

A) Bumfuck, North Dakota
B) Hyperefficient German city #2532
C) Historical township where the most recently built building is now more than century old (still bitter concerning the loving collapsed barn it replaced)
D) Asian megacity with neon light and no actual landmarks

In Helsinki they actually decided to tear down several historical and architecturally important buildings in the 50's and 60's because of high maintenance and to achieve "B". Well, they rotted from basement to ceiling in 30 years and were replaced with steel-cable with glass walls-monstrosities.
