As far as amazingly blatantly corrupt/bad scholarships go, my state has the "Branstad-Reynolds Scholarship Fund." The name might make you think it is a scholarship fund set up on behalf of the Governor and lt. Governor. In reality, it's primary purpose was to raise money to pay for Branstad's inauguration party, with any money in excess of $500,000 going into a scholarship fund at Iowa State. The first year it deposited $0 towards any scholarships, and the second year the cost of his inauguration parties went up so its unclear how much actually went to Iowa State.
