So after reading a bunch of 40k books it seems that a common theme is that the forces of chaos are meritocratic and the forces of order, like the imperium, are stratified without a lot of social mobility.

Do you think that means that any meritocratic governments are inevitably doomed to falling to chaos (or at least more susceptible to it)? Like, if there was a governor of some agriculture world who had an agreement with the local head of the administratum that only successful and proven farmers would be promoted into supervisory roles planetside, does that mean that everyone in a generation or two would be running around with 15 fingers and 12 eyeballs?

A meritocracy in that situation could also result in a resentful peasant class leading an uprising against the abusive government, getting "help" from some nice fellows with spikes and swirls.

The Imperium is a meritocracy. Those in power define merit, and funnily enough "merit" is what "people like me" have, so the system self-perpetuates forever. Of course this relies on people knowing that meritocracy is a term that originated in a satirical work describing a system similar to above, so gently caress 40k fans ever working out that all systems define themselves as meritocracies and just disagree on what is meritorious. The theme is actually that violent revolution against an oligarchy merely produces different oligarchs and the proletariat will be worse off afterwards, specifically swapping one theocracy for another in this case to hammer home the futility of both sides in the conflict.

Just read Red Tithe. It's pretty good. Night Lords vs Charcardons (the old Space Sharks now given a less stupid name) fighting over a prison world.

It's basically a 'Space Marines Battle' book, but it's the best one of those I've read for ages.

I especially liked the reason for the fighting.

Night lords want to steal the prisoners for maximum torture fun plus finding dangerous enough killers for their cultist troops. Charcaradons want to steal the prisoners for maximum expendable serfs plus dangerous enough killers to make into more Astartes.

Which is an entertaing change of pace from 'The noble Space Marines come to the rescue'.

Bonus point for remembering the Omophagea is a thing.
