It also gives you alot of motes/strange coins/planetary resources. You can complete the quest/shiro bounties in under an hour if you get lucky with the patrols. Pop into archons forge while passing it in patrol. I have really good luck just using whatever offering I have, someone normally shows up within a minute or so to bang out some forge.

Guy in Prison had a Her Fury with Shortgaze not selected but a longest view scope, and Armor Piercing instead of Snapshot. Other perks were Partial Refund and Hidden Hand.

Whoops I should have made it clearer, the point of ranking up is pretty much to get packages with poo poo in them, either because you need the light level or you're looking for cool guns. If you're a completionist there's the exotic faction class item quests, they spawn when you hit level 25. FWIW I have only done a couple and it'll stay that way.
