In the inter-war period in which this movie was set, the prevailing sentiment was that of the Egypt-centric Pharoanism and the Egyptian vs Arab identity question has been re-asked and re-answered dozens of times since then. I wouldn't argue that Egyptians consider themselves necessarily to be Arabs, but most would probably agree the two identities are linked and share a common history to a point.
