Not because it would hurt residential areas directly (their consumption is actually less than the margin of error on water consumption reports) but because literally anything that makes things more expensive to farms will increase food prices - which need to keep coming down if banishing hunger is to be a goal we take seriously

the way you handle the issue in the united states would be to have the government order farms to modernize to drip irrigation and shoulder the cost for the farms that need to do the update in the next 5 years or whatever - shouldering the cost of the upgrade in return for responsibility over the long term

of course that will definitely involve raising taxes in some way or another.

I hope you're not just yanking my chain, because that sounds pretty amazing.
