Is the Bannon-Trump infrastructure "spending" plan still just tax breaks for construction and real estate investment companies, and privatization of the infrastructure for corporate profit, which is objectively a bad idea in all ways? Or is it actual spending, and a good idea?

"Private and public infrastructure project funding" was what I heard. I'm assuming that means 10 : 1 tax breaks on toll roads to a paltry amount of publicly funded freeways.
