AFAIK scheduling of substances is strictly, under the purview of the DEA. Since the DEA is lead by a cabinet level position, the president could unilaterally deschedule various drugs. This by itself wouldn't make anything legal, but it would undercut many of the federal drug laws and some state laws that refer to federal scheduling for their laws and sentencing.

It would 100% be a good and necessary first step, and most importantly the president could do it unilaterally without having to play 9 dimensional chess. But that was too much effort for our President.
