that said, the entirety of (parts of) this bill is designed to phase in 3-4 years and is literally "maybe we should change it if we get killed in 2018 or 2020" the bill.

Tax bills have been passed through it before, bypassing the need for a filibuster proof majority in the Senate. The hard limit is the Byrd rule, that forbids any bill being passed by it from affecting the deficit longer than 10 years (hence the ubiquity of legislation that sunsets after 10 years): https://en.wikipedia.org/wiki/Reconciliation_(United_States_Congress)

The reality is that if this bill passes, very few people that took advantage of the ACA will be able to afford insurance. We will quickly go back to having as many, if not more, uninsured in this country than we did before ACA. Tax credits is complete non-starter for low income families; its really a thumb in the eye, like dangling a carrot in front of a horse and then still smacking with a board when it tries to eat the carrot.

For reconciliation to happen, a budget resolution needs to be passed by April 15th. If that doesn't happen, they need to wait until the next session next year, or have 60 people in the Congress pass it. They've got less than a month to jam this through.

So let's say the average premium is 300$, right? Okay, now I lose my job and can't afford new health insurance until 64 days later when I get my new job. I now have to pay 300$ a month PLUS a 90$ penalty every month for one year. The penalty is equal to 90x12 = 1080 dollars. A 1080 dollar penalty for being uninsured. The penalty under ACA was 695$. On average, this is a penalty increase of almost 200% and it goes directly to insurance companies.
