I'm pretty sure it's just "it's like a witch hunt, only this time, the people DOING the hunting, they're the witches!" I don't think it's really that weird of logic, it's just not very clever and he's communicating it extremely poorly. Also he's using "witch" as a generic pejorative which doesn't particularly mean anything.

Right, it's a "reverse" witch hunt or something. I will admit, for all that Branco bungled it, he did manage to depict Nancy Pelosi as a literal witch and somehow have it not come out even remotely sexist (because everything else in the cartoon was such a clusterfuck)

The problem with depicting a reverse witch hunt is that it implies that normal witch hunts are good things that we should all enthusiastically engage in. Although given that it's Branco, he probably does think that McCarthy was a hero who valiantly defended the US from hordes of secret communists.
