It may be that, since the sprites it's getting from Black & White were 80x80 and just resized. It's also animated, so it might just be that frame looks awkward in isolation.

As far as design goes I think that's actually not that bad of a move. It follows in the Dragon Quest tradition of "you wanna spend an hour or two farming the casino? Have a weapon that'll break the game then son" which lets the player breeze through the game if they want. Granted I wouldn't be surprised if they actually did this accidentally given how poorly balanced the game has been so far.

I'm not speaking for everyone and I'll be someone somewhere is raising a fuss over it, but everyone I've personally talked to about it has had no issue and liked it a lot.

The coconut crab is honestly one of the better designs in this game. It's cute, simple, and generally alright.

This loving backhoe, on the other hand, is extremely stupid. Like, I'm alright with the general idea but it needs some work. Like, swap out the treads with some legs? I love how stupid it is regardless.

Tracton is the first design I actually love. I don't expect there are many other particularly endearing ones, but Tracton is ludicrous enough to be charming, and not as poorly designed as most of the others.
it reminds me of when I made a fakemon that was a train. it was called Choochoo. I was 13 years old.

This seems like another case of Uranium designing around expert/obsessive/competitive-scene play, though? I don't have stats or anything to back it up, but I'd assume that, outside of the "has nightmares about shiny Beldum recoiling itself to death" crowd, most players are going to err on the side of "wasting" their Master Ball than hoarding it, and will probably feel grateful that they could just shortcut catching that legendary who broke 20 Ultras or whatever. It's kind of vestigial but it's still a nice quality-of-life tool for some players, so it feels like another possibly-inadvertent but casual-player-hostile design choice, especially since I'd lay money on Uranium having at least one lovely old-school "you get one chance, hope you brought enough Ultras or are ready to savescum" legendary fight.

EDIT: Also, so this post isn't just game design fanfiction, Backhoe Dragon is pretty decent! I feel like "Pokemon design that's stupid in the MY ORIGINAL POKEMON BY DAVID, AGE 10 style" is a step up in design sensibility from "Pokemon design that's stupid because you just drew a lump with wings or a hat."

...Actually, it was referencing how a lot of people playing JRPGs (or other games with consumables for that matter) have a bad habit of ending the game with an inventory full of very nice consumables of all varieties, because they never used them due to thinking they might need them more later. The master ball falls into the same category (at least for those not reading guides) because it's easy to fall into "but what if there's a pokemon even more annoying to catch later?" when considering using it. Admittedly, this is likely somewhat more of a problem for early teens onwards than children under ten.

Not including the free master ball could possibly be argued as a bad gameplay choice, but it's not really something aimed at the expert/obsessive/competitive crowd.

Bullshit subtypes for Steel and Dragon are why I always endeavor to have at least one move of every type present on my team (I even managed it the past two gens, though both required some creativity to cover some gaps*). Bronzong was always the worst, you never knew if you'd need Fire or Ground until after you'd wasted a turn. I'd honestly say Steel/Psychic is worse than Steel/Dragon, but it might just be that Metagross and Bronzong are just massive pains in the rear end.

Yeah. As much as I like the idea of a goddamn backhoe Pokémon, the idea deserved a much better sprite than what it got.

His face is alright as a batshit designs go, but his body is so plain that I can't help but feel disappointed in it. Also, the way the sprite is angled, I can't help but think it is the size of a small dog.

If Tractor Dragon is as good as everyone says it is, then it illustrates that the people that made this had no idea what they were doing. Even if you accept the idea that creating a Pokemon mod for obsessive try-hards is a good idea, making it so that one of the best Pokemon in this mod acquirable by an easily-gameable side activity that has nothing to do with the core gameplay sabotages that goal.
