He might have a transformation skill but considering how Xenoverse transformations work (recolours, changing hairs, resizes. Nothing more complex, ever) it's very unlikely. Also the Super manga came out and...what's the point of giving Vegeta Super Saiyan God? Kind of late for that. I get what the manga tells me but at the same time this was never an issue in the anime and in fact it outright contradicts it, which is fine because they're separate continuities, but it's still really dumb. Manga Black and Zamasu are still so much worse than their anime counterparts too. I did like Goku actually going for Zamasu's emotions though, that was clever. It even made Fusion Zamasu actually feel deserved unlike the anime where Zamasu just freaks out for basically no reason.

Even if it had worked, Black would've murdered everyone and freed his other self. Here not only was Zamasu nearly sealed, Black was getting destroyed by Vegeta. Zamasu had all the right to freak out because his plans would fail at that rate, something Goku outright points out.
