I live in a split level so the garage is directly underneath my bedroom, and for the first two years I lived here there was an old screw-drive Genie. I grew up with a similar opener so I never thought anything of it. My housemate leaves for work an hour before my first alarm goes off so for two years I was getting woken up at least partially pretty much every morning by the whining noise. Last summer lightning hit the tree in the back yard and somehow ignored all my computers and electronics but managed to fry the electric eye portion of the opener so it thought it was always obstructed and thus refused to open. Literally nothing damaged aside from that and the tree itself. We replaced it with a cheap belt drive unit and in comparison it's barely audible, I don't wake up early anymore unless my housemate is being noisy. A quieter garage door opener turned out to be a significant quality of life improvement in ways I didn't even consider.

Dunno, but I know there have been cases where a large downtown building gets put up with water free urinals, but due to political pressures, the plumbers union gets paid to install full plumbing that goes unused.

It might have been mounted but never connected to a drain pipe, or connected in a way that didn't drain correctly. If it wasn't water-reduced, I'd have guessed it floods something on a lower floor when used. It was clear placed before the entire bathroom was drywalled, as the paint and baseboard runner both match. Maybe there is a code about minimal distanced between urinals and walls/dividers that it doesn't meet? It's tucked into that corner pretty tight.
