Saw that a few minutes ago but I'm puzzled. Is the CA really only just now getting around to confirmation hearings on Cabinet officials who began on June 30? What the hell is the point of that? Yasay was going to probably be bounced in a few months anyway once Cayetano is eligible (if that's still the plan) so why even bother 3/4 through his appointment?

edit- oh wow I didn't realize he gets stripped of the position on the spot. Lmao.

Yeah it's not nearly as much of a slam dunk as it sounds considering Yasay got to play at being DFA Sec for ~8 months and Cayetano's going to take over in May anyway, but I'll take any victory I can get. Hopefully he gets prosecuted for the perjury.

I'm not really sure if the CA hearings being this late are "normal". They've been working on them since last year, but only got around to Yasay now after a holiday recess.

If we adopt the model of "pay attention to what they do, more than what they say", then this thread becomes somewhat easier to update, but really that's just an excuse.

1:

Over the past week, the Defense Secretary revealed that, for the last three months, a Chinese ship had been conducting survey operations in the Benham Rise, a nautical region to the east of the Philippines that the country ostensibly has "sovereign rights" over, according to the UNCLOS. "Sovereign rights" in this case being defined as less than sovereignty, but exclusive and superior to the rights of other states.

Beijing released a statement saying that their passage through the Rise was only transitory, and in any case the Philippines shouldn't be able to claim Benham Rise as Philippine territory exclusively.

The President, for his part, seemed largely unconcerned with this news - while he did instruct the military to tell the Chinese that the Benham Rise was "ours", he instructed that this be said "in a friendly manner".

Further, according to him, the passage of the Chinese ship through the Benham Rise was previously aligned with him, and that he allowed it. Something which surprised the Defense and Foreign Affairs departments, as they had not been informed of any such arrangement.

Finally, the President downplayed the worries from these two departments, saying that he did not want to fight China on this.

Vice President Leni Robredo revealed incidents of police abuse of authority in a video message to the 60th United Nations Commission on Narcotic Drugs.

In particular, she told of the practice of "palit-ulo", literally "exchange of heads", wherein allegedly the police will apprehend or detain the family of a targeted drug-user or drug trafficker, if they cannot find that person themselves.

She also told stories of warrantless arrests and illegal detention as a result of the resumption of the PNP resuming their war on drugs earlier this month under Oplan Tokhang Alpha Reloaded

The administration has decried, denied, and belied the VP's claims, saying that "palit-ulo" is a legitimate police tactic in which a lesser offender is offered clemency if they give up bigger fish. This is not nearly the same thing as Robredo's claims though; in her message, what is being practiced is that innocent relatives are the ones being apprehended by the police because the main target is not there - there is no trade-off being done at all.

Yes, it's limited to one per year, but this seems earnest, as the filer is a member of the opposition and the response of the administration is fierce recrimination.

It was the impeachment complaints against Arroyo that were considered bogus, and more because of a rule that only allowed one impeachment complaint to be considered at a time.

So the guy who filed them would beat everyone else to the punch, then his case was weak, and it'd fail, and then the one year limit would kick in.

The House has since changed its rules so that impeachment complaints can be consolidated across multiple complainants, which prevents this lockout from happening since a second complainant with a strong case can now piggyback on the first's weak complaint.

By law, all Philippine Presidents become Chief Scout of the Boy Scout's Association of the Philippines. Duterte made that speech as part of his acceptance of the role - so try to put that speech in context of him saying it in front of a crowd of children.

Also, Duterte's such a slovenly motherfucker. That uniform shirt is supposed to be tucked-in.

What kinds of cuisine do you guys have? It's somehow unfair that we have only Thai restaurants everywhere and not other Southeast Asian diners. Especially since the US owned the Philippines for 40 years so you'd think that their cuisine would transfer over here. :psyduck:

Over to the US? I've seen it occasionally in Florida. Largely around Jacksonville. That's likely due to the Navy base. I've seen Vietnamese places in just about every city though.

I get the feeling that you wouldn't be able to eat an authentic version of our best food, sisig, without violating a few health codes. There's a sisig food truck in San Francisco, and it's good, but far from authentic.

Truth is I hate most of our local cuisine but here are some dishes:
Tapa
Dinuguan - pig's blood stew
Bicol express - An authentic Bicol express is very spicy; for that you have to actually go to Bicol, where they gave us a version that they said they neutered a bit, and by the end of the meal I'd consumed a 1.5 litre bottle of Coke just to drown out the spiciness.
Sinigang - I hate this most of all but everyone else likes it

Desserts:
Our desserts all tend to be incredibly sweet and some form of pastries.

Bibingka - I'm actually not sure if this counts as dessert in general but I treat it as such
Puto
Suman - like a Filipino version of mochi
And of course, Halo-halo, which you can probably get a tame version of at an American Jollibee. It's basically a shaved ice shake that they just dump all sorts of sweet ingredients in.

Some of my favorite Pinoy food (with apologies for that which is actually from or derived from Spanish cuisine):

Kare-kare - ox tripe stew with peanut butter sauce

Lechon - pit-roasted pork
Lechon Kawali - pan-fried pork belly
Bagnet - deep-fried pork belly

Lechon Manok - roasted chicken

Kaldereta - goat meat stew

Adobo - commonly chicken or pork in a soy sauce, garlic and vinegar marinade

Gising-gising - ground pork and green beans with chili, cooked in coconut milk

Bulalo - beef stew, but specifically with the marrow still in it

Laing - meat stew in dried taro leaves and coconut milk, seasoned with chili

Nah my diet is just garbagetown. There's examples of vegetable dishes in Pinoy cuisine, I just didn't get around to them all that much.

Some of those dishes I mentioned above can also have no-meat alternatives: laing and kare-kare, for example, could work just as well without any meat in it.

Although if the entirety of the result is necessary, it has to be done in plenary," Sotto said. (Unless you want to, the public won't first know your vote. If as a member you want to divulge, then say so, you're not prevented from doing so.)

A two-thirds vote (16 votes), he said, is needed to divulge details of an executive session.

Sotto said the CA also adopted 3 other new rules in the confirmation process, which would be effective after 15 days.

These include the 3-strike rule, the shortening of the required notice before hearings from 3 days to one day, and the automatic membership of all 25 members in all CA standing committees except the committees on rules and accounts.

Under the new policy, the CA would now be mandated to vote – either to reject or confirm – the appointment of a nominee who has been bypassed thrice.

Bypass is when the CA fails to schedule a nominee while Congress is in session. Rejection, on the other hand, is when an appointment is categorically thumbed down by the CA.

Asked if the influx of controversial appointees is a factor in the CA's changes in rules, Sotto said: "Yes and no. Yes, because [there have been such cases], it's been the experience of the CA especially in the last admin. I'm not confining it to the last administration, it happened in other administrations."

He cited the case of former social welfare secretary Corazon Soliman, former justice secretary and now Senator Leila de Lima, former environment head Ramon Paje, and the late justice chief Raul Gonzales.

"'Pag naba-bypass, renew lang nang renew. (When they're bypassed, they just keep on renewing the appointment.) In the last administration, at least 2 to 3 were bypassed 20 times and reappointed 20 times. At 'yung iba naman 'di sinu-submit, 'di nag-su-submit ng dokumento. Ilang bypass na paulit-ulit na (And the others don't submit documents. Several were repeatedly bypassed)," Sotto said.

So yeah, definitely something's up.

Considering that initial reports about how the voting went indicate that it was actually administration allies that voted against Lopez, it's likely that this was a cover-your-rear end measure, so that someone like staunch administration ally Alan Peter Cayetano could vote against Lopez (because he's beholden to mining interest NickelAsia) without being tied to the vote come election time.
