So I was listening to Chapo Trap House and they were talking about "Federal Risk Corridors" where apparently the Federal gov't pays (is supposed to pay?) insurance companies a whole bunch of money to assume the risk of them setting up shop in places where there's been little-or-no healthcare ever, because the expectation is that once people who live in West Virginia get access to healthcare for the first time, that they'll suddenly use it a lot since they need it. It should drop off as preventative care kicks in, but in the meantime the Federal gov't needs to essentially bribe insurance companies to withstand the first wave. Is this the part where there's currently a legal case about the companies demanding their money, and Obamacare is still in limbo and potential big trouble if the Sessions DOJ simply refuses to fight the case and fucks over the insurance companies?

My employer is the only insurer on the exchange in WV and has lost over $700m there due to exactly what you describe here.

They're pretty much customized by each carrier for each type of plane they order. In the 2.5 years I did that I never once saw one for a US domestic carrier.
