Before we even get into other countries, their people and culture our active duty units spend more time, ammo and money in training than a lot of other countries even get to spend at war/internal suppression. I mean poo poo, Guard units will use more ammunition in a drill weekend than Chinese troops use in their entire career. I'm not sure how much of it is strong national identity vs budget though. I've seen people who try to pull the "I'll be the only one who knows so they can't get rid of me" poo poo get hosed for it. As opposed to that "Why Arabs Lose Wars" paper that's been floating around for a while. Or that series of ATGM videos where dudes go right back to milling around doing nothing but dying.
