I was gonna go the opposite way and sort all the various plot threads into their own chapters. They'd probably be reasonably fleshed out compared to chapter 2.

Plot twist: Garcia is (and has been) possessed by something else this whole time. This will tie back to Max spotting him floating on that stream way back when he was fighting/chasing Johnny.

Garcia isn't possessed, Garcia is a possessor. Floating down the river is a way for him to keep his body cool while he projects his mind outside, as that activity generates a lot of heat for some reason. Hijack is actually possessed by Garcia, who uses him as a proxy. Worst case, his possession is detected and Hijack is killed, leaving Garcia scot-free. By this scheme, Garcia aims to infiltrate the Shadow Council of the 1008 Black Saint Undersecretaries Lt. Commodores.
