Apparently the reason that the injunction was upheld only in part was a technical issue: the injunction named Trump himself and the 4th Circuit held, essentially, that was inappropriate. But because everyone else is still named, the injunction still holds. Trump can sign all the orders he wants, everyone else is enjoined from following them.
