It's giving people a choice. It's also the method people used before plastic bags came in and is still used in America. What you do is put the bag under your coat and remember to bring a plastic bag with you next time.
"Giving people a choice" isn't the be all and end all, there's countless aspects of law that take away choice, even when it isn't harming anyone else directly in the first instance. The social contract has to adapt and evolve to improve society and legislation is the wide-reaching way of doing that. You have to take each matter on its own though, I agree it's not black and white.

Where I live I used to buy halogen lights after incandescent were phased out as fluorescent bulbs had terrible colors, but now with leds even if they are a bit more expensive they last quite a long time. Halogens quickly die with lots of use or being on a long time. Whereabouts the leds I have last about 1 and half year of intensive use and more than that on light use.

What should probably happen is like in Australia where people can exchange their old ones for leds, that way a poor family that can't afford to replace a bunch at once will be able to replace one at a time whenever it breaks which is rare, and yes even with bad electrics unless your house electrics is shorting which in that case it won't be just your light bulbs going dead but your house probably going on fire.

As for the bags, I have noticed quite a lot of people in self checkouts taking the bags, selecting " my own bag" and not actually using the barcode on the bags. Not that I am giving any ideas.

Were paper bags impacted by the 5p charge? I honestly thought shops could still provide those free if they wanted.

Also how many shops actually give a gently caress if you just press 0 on the bag count thing and walk out.

None. None shops. (I always pay for my bags though).

Big supermarkets usually have someone floating around in case of "unexpected item in bagging area" but even so it would be trivially easy to not pay for a couple of bags. You'd have to be really skint (or a giant arsehole) to quibble over an extra 10p though, especially as the money goes to charity.

Yup. Used to pay the charge whenever I needed them, reuse them until the handles couldn't take it anymore, then use them as bin-liners. I also had my own, paid for large bag for when I needed a bigger shop. I was poor as gently caress, but you can make this poo poo work, and lol I would have killed for access to LED bulbs back then. With electricity prices as they are the savings would have been worth it.

An easy way to test how much difference the price of lightbulbs make here is to imagine whether this person's situation would be substantially improved if all lightbulbs of all types were provided for free.

See? Slacker. They should be taking their one working lightbulb into each room they want to sit in, and removing it when they leave. Then they wouldn't be sitting in the dark to eat.

In fairness I have a shitload of Tesco bags in my cupboard because I always forget to take them and just buy another.

It takes about 30 seconds to get back home though so if I can just carry my poo poo I will.

I sometime use mine's as trash bags, although they are not very useful for that as they are not that big. Other than that they often get thrown in the garbage as they like to attract dust.

We always use bags for life and it's a bit of a pain in the arse sometimes going to the plastic bag drawer and realising there's none there. In the days when we did use them then they were always reused either as bin liners, the kids bringing crap back from school, trips where you're coming back with wet/muddy clothes etc. Or on the occasion there were just too many I'd hand them in to the shop next door so they could use them.

The lightbulb thing though - our electrics are shot and I don't think we've ever had more than nine months or so out of a bulb. A couple of the fittings (for some reason the ones in places with no natural light but that you really need a light) need replaced every two months on average. I did mention it to the landlady but she just kind of shrugged and immediately forgot about it. Much like the hole in my sons ceiling that leaks when it is cold.
