The sport is littered with former Heisman Trophy winning QBs who did gently caress all in the NFL. Manziel is never going to be a pro QB worth a poo poo for the exact same reasons Merrill Hoge lists in the video. Brian loving Hoyer did some pretty good things with that same Browns team and JFF looked like utter rear end when he played. Eventually Manziel may land a gig in the CFL, do some stuff and get an invite or two to an NFL team and fall flat on his face because he's terrible.

I agree that CFB performance doesn't mean much in the NFL, which is why it's weird that you brought up Mike Evans, a college teammate of Manziel, to prove something about him in the pros. Manziel was really good on college. He might have been good in the pros if he wasn't an alcoholic trainwreck, but even then he'd have been on the Browns. Also, Hoyer was straight trash in 2014. 55% completion rating, 12 tds to 13 ints, got benched at the end of the year for Manziel. And then Manziel won two game in 2015 in 9 games played, doubling the win total of the 2016 Browns. There was also more than a full seasons worth of games between Manziel's last win and the Browns next one. He way bad, but the Browns of his era were a really bad team that had a good defense for parts of 2014 when Hoyer was playing.
