I think the deal with splitting Texas is that the Republic of Texas and the United States had an agreement under which Texas would be able to do that, but that an agreement with a country that doesn't exist anymore probably isn't binding, particularly with the Civil War in between now and then. Because congress won't help them while still having jurisdiction. Or in other words, they wouldn't be this deep if they were a state. Traditionally PR votes against statehood, but either they are part of our country or not and if we make them call DJT their president then give them equal status and fix it.

That sort of gives the game away. I don't know if he's a moron, has mental health issues, or if there really is something inappropriate going on with him (the FBI had to warn him Russians might be trying to recruit him in 2012), but no matter what the reason, he very obviously shouldn't be in Congress.
