He saw the electrical meter was still slowly running, assumed something in the house is somehow wired directly into the mains bypassing the circuit breakers, and went insane trying to figure it out. He finally just snapped after literally tearing the house apart and failing to find the cause, so he just smashed the meter itself. He's even worse than he was before, now.
