She'll head a minority government either way. A confidence and supply arrangement doesn't make the DUP part of the government like a coalition would, it just means they'll support the minority government on key votes.

Right that's what I meant. Doing it this way without a coalition makes it a minority government, and if there comes a time when something important enough fails, there'll probably be an immediate no confidence vote and more elections?

Well, that's the thing. Prior to the Fixed Term Parliament Act, being defeated in Parliament on the important stuff was in itself treated as a vote of no confidence. Now you need a specifically worded motion.

It's possible that the DUP will refuse to let the government legislate (because they either don't like the legislation or they're not getting what they want out of the arrangement) but support it when it comes to confidence votes because of how abhorrent the idea of a Corbyn government is to them.

It may be a long time until the next election, even if the government effectively breaks down.

A no confidence vote would be very unlikely to pass as it would require active support from the DUP which is extremely unlikely as it's in their interest that the Tory seat count stays at almost exactly its current level (low enough for the Tories to need DUP help, high enough to keep evil IRA Corbyn away).

As long as the DUP at least abstain on any confidence vote the Tories have an effective majority. And since the Tories don't want an election because they are pretty confident they would lose this leaves a situation where the government will likely just hobble on indefinitely for the next 5 years. It's obviously an unstable equilibrium though and a significant backbench revolt or a few bi-elections could change everything.

She does have a government, she just hasn't got the confidence of the commons yet. So she can write the speech on the assumption that it will pass because if it doesn't pass, her government falls. Then Labour and the opposition get a chance to form a government and if they can't, which I suspect would be the case, a new election happens.

As it stands, they can pass the speech with DUP votes or with the DUP abstaining, as long as no tories rebel.

Probably not for the queen's speech. The conservatives really don't want another election, so for the moment they're going to unite to avoid the government falling.

If rebelling MPs do bring down this government, it will be later on when they've schismed hard over something, probably Brexit.
