Yeah, Bungie has three years of data available now. They know exactly what players gravitate towards and I guarantee everything is going to have a clamp on it. The "power weapon" change is just the most obvious fix but perk trees are going to be way tighter too, both for subclasses and weapons. Wouldn't be surprised if god roll guns only come from whatever replaces trials, everyone else will get stuck with scrub tier garbage for the first several months.

The defenders of a city under siege need to protect all the wall, the attackers only need to find 1 hole. Is by definition a lost battle.
