It was a super long field goal that would be difficult for even a really good field-goal kicker (something like 50yards), but the kickers longest field goal was 20 yards, and he was 1 for 2 so it was literally a long-shot that back-fired spectacularly.

They stubbornly refused to show the score in the video for some reason, and I don't watch college football so I hadn't heard of the play before watching it, but from what the announcers were saying: sort of, it wasn't running up the score though It was a tie game that would have gone to overtime if the clock had run out, but it turns out the guy who did the run play managed to stop the clock with time for one more play, so they decided to try to skip overtime by kicking a field goal to win it outright. If they make that very very long kick, they get 3 points and win. But instead of choosing their regular kicker to make this very long and difficult kick, they picked a backup kicker (?) who hosed it up and kicked it right into the hands of a guy who the other team had put there just in case that exact thing happened, and the way football clocks work, he had one shot to run that ball as far as he could without getting knocked down, and it turns out he ran it all the way and got 6 points for an immediate win. In this metaphor the field goal kick represents the state of Pennsylvania
