I watched that gif last night and saw nearly the same accident happen today on I-74 in North Carolina. A pair of cars stopped completely in the left lane, no hazards, no brake lights illuminated. I only saw them when the car about 400' in front of me suddenly swerved to change lanes, fortunately they competed the maneuver. I braked to slow and warn anyone behind as I passed them on the right, then watched in the rear view, eventually as they were almost out of sight they appeared to start moving along again. I've no idea, no one was out of their vehicle and they didn't appear to have wrecked. ...but they were about to!
