Actually, targeted sanctions, like freezing the assets of individual people, can inflict a certain amount of pain on oligarchs. It won't get rid of all of their money, obviously, but it will prevent them from using large portions of the world to move their money through. I don't know if this is the kind of sanctions that Lindsey Graham has in mind of course.
