They knew about it. It has actually been reported before that there was some sort of a meeting. No one could really confirm it though. People knew it was going on but without a definitive proof it was just hearsay.

Correct, Putin isn't a nazi, he merely sponsors them internationally, and frequently domestically (until they become inconvenient, at which point they are thrown into jail).
