The ostensible reason is that people like Panetta and Bloomberg were there as never Trump conservatives with a dash of trying to paint Trump as a tacky, gauche nouveau riche because that's how you win against populism apparently.

Beneath that it's likely they would have had roles in the Clinton admin, Bloomberg was angling very hard for a cabinet seat at the time.
