They wheeled Strom into vote. He was so incoherent and zoned out that he could barely speak, but he still technically was "voting" because his staff were running him on autopilot.

Tim Johnson was the Dem Senator from South Dakota who had a stroke in 2007 and basically sat that entire year out in a hospital bed and didn't vote on anything.
