Bayo's low percentage kills involve comboing an opponent high up on the screen and then murdering them by kicking them off the top. But when you go over 70% you start getting hit too far by attacks for combos to hit you. So you then need to rack up a high enough % that a single attack will just knock them straight off, which is around 130%.
