Lasers do use ammunition - just because it's not in bullet or missile form doesn't make it any less relevant. The lenses, focusing elements, chemical fuel to generate the beam, capacitors to hold the charge, technicians to replace all of those things when they break down or need replacement... The airborne laser on the YAL-1 was only good for a finite amount of shots, as is the THEL.

I knew a professor who this caused problems for,since gender on ticket did not match gender on passport which meant it was a security issue it was, unsurprisingly, an airline based in the middle east
