Yeah the problem is they are afraid to commit to people winning at the expense of others losing heat. There was a no win situation where you don't really want your MITB losing clean nor your big "undefeated in singles competition" wrestler losing clean. It is a half measure

It is a nice change of pace, at least, because for the longest time they would always book the MitB winner into losing clean like 6 straight months so people would forget about the briefcase, then just come roaring out with the case one night.
