the problem is that they don't want to attack pharma pricing as a whole, they just want to prevent price increases from being so huge and so obviously unnecessary that they call down public scrutiny on the industry as a whole

even now, they're not talking about bringing down current drug prices or undoing previous years worth of price increases, they're just talking about containing future growth and preventing blatant gouging
