It seems rather silly that you can craft a bill in the house, then gut it in the senate and replace the blank bill with an completely different amendment, then send it back to the house and have it re-written in conference apparently all at the behest of the HFC there? Logically you would think that Senators would never agree to do something like that.

A guarantee that it'll go to committee doesn't mean anything without a promise that the house will never vote on skinny repeal. The committee will probably fail, at which point, Ryan shrugs, goes "welp, we tried", and puts what the Senate passed up for a vote in the house.

The only logic here really is 52 senators each thinking: "All these bills are actually terrible, but not passing anything is even worse, so I am going to pass something, even if it makes the policy problem I claim to want to fix even worse. I just desperately need to be able to say I voted to repeal Obamacare." Thinking about what's good policy has completely evaporated from the party.

It's like a herd of 52 deer caught in headlights that are gonna get run over.

Edit: 52 is an exaggeration, there's the 40+ who hail Satan and genuinely do want to destroy the federal government and kill the poor, but to them all the bills that don't do that are the bad ones

The thing is, even after conference it still has to pass the House again and the Senate again, both without amendments. So a garbage bill that won't become law and goes to conference is fine for the Senate because they can just vote against it later.

The problem is that the bill they pass will become law because Ryan is the scorpion saying "no, seriously, don't take me across I'm going to sting you, it's what I do".

Was there anywhere near as much chaos as this when Obamacare was passed? I remember it had to go through a whole bunch of convoluted poo poo but I don't recall the House and the Senate basically trying to browbeat each other with press conferences.
