the fruit itself is just a living vessel that houses the power. eat it and you gain the power. its like when big mom ate carmel and got the power, just that carmel happened to be the vessel. if a fruit somehow ate another fruit it should explode as it had one power but then took a second per the devil fruit rule (but we still dont even know if thats true or just a rumor as it hasnt been directly observed in the manga)
