IIRC correctly the fact that you have to manually actuate the crank means it isn't a 'machine gun'. (Real gatling guns aren't anyway, I presume the same applies to this ersatz version)

Handguns, of course, got removed from this act before it passed. 2) Old people in the 1980's watching action movies and effectively banning a strictly regulated class of weapons used in 2 violent crimes since the 30's by closing the registry for them.
