For much of human history, social functions analogous to welfare have been handled as patronage relationships or by the church. They reinforced a direct hierarchy between elites or moral enforcers and recipients. I think a significant amount of reactionary impulses dating back to the 18th century is a desire to maintain those hierarchical relationships.

You could be charitable and interpret it as saying that on average, black people have less access to transportation, and are thus less able to evacuate in an emergency.

Of course what he's actually trying to say is that black people are too stupid to evacuate.

Can anyone explain the deal with this comic to me? I see this artist posted a lot in this thread and the topics never seem specifically political. It just seems like the most standard webcomic topics possible with like above average art for a webcomic. Is there something about it that makes it not just "megatokyo but girls" that makes it a political cartoon? Do all the girls represent like countries or something I'm missing?
