I watched the anime again and now I'm getting confused. Is Z City abandoned besides Saitama and Genos or are people around? I'm not sure if there're people around or he's just running to another city when he wants to go shopping or not.

I think the idea is that it gets more and more abandoned as the series goes on. So at the star, things are pretty normal, but as monsters keep trying to start poo poo, people start moving further and further away from the city where sudden, violent windstorms might tear off your roof, especially since mysterious showers of monster guts are becoming more and more common.

What confused me is that there's times where there are random people around and then otherwise it's a ghost town. You've got mosquito girl at the beginning and a dude looting the place too and then there's no one around throughout the house of evolution. The meteor at least made sense since it was a lot of destruction spread out everywhere.

You see Golden Ball and Spring Mustachio go through a chain link fence with warning signs.
