Yeah, you'll see the clipped ear on cats from places like Operation Cat Nip that go out and trap feral cats to spay/neuter them to reduce the feral cat population. Makes sense they'd want something you can tell at a glance so you don't have to wrangle a likely pissed off feral cat on a re-catch to check it.

That's the old "barbaric" style of trap, tip and release. Even though it's done while the cat is out for neutering and the animals seem to recover without pain or scratching there's always the possibilty of infection. Plus there's the issue of appearance: it looks bad to chop bits off animals and if you can socialise some, they're harder to home. A lot of rescues have either already switched to tags or are thinking of it. Tags can be encoded with more information than just "we caught it, neutered it and cut a bit of ear off" and although you can't tell at a distance like a tipping, scanners mean you don't need to risk handling the cat.
