that's been one of my games i wish existed something like civ but with more realism to it when it comes to warfare and diplomacy. although my favorite thing to do in civ4 was to piss off other civilizations (by denying trades they offered and poo poo) until they declared war on me so i was never the aggressor.

I've got some good news and bad news for you. Good news is this exists. Bad news is it's spread across multiple games with absurd amounts of dlc content. See all the Paradox Interactive games like Crusader Kings, Europa Universalis, Hearts of Iron, etc. They're pretty daunting to get into- I own CK but the bug hasn't bitten me yet because it's quite an overwhelming experience.
