The way I understand it, the kicker (who as at that point a defender) batted the ball in the endzone which is not allowed and so it was not downed by either team. Because of this, the ball was ruled out of bounds, and a fumble out of bounds is placed at the spot of the fumble

It's not a safety because the Steelers didn't have possession and it's not a touchback because it was illegally knocked out of bounds by a Steelers player.

Fumble forward at the 1, defensive penalty (batted ball), so the ball went back to the 1, half-the-distance for the penalty, they get an untimed down from the half-yard line.

The ruling seems right to me. Penalties in the end zone by the defense are generally not safeties, and you wouldn't want them to be: it would reward the penalty by denying the offense the chance for more points, since they do always get another play.

That seems like a weak illegal batting penalty, usually you really have to do something ridiculous to get one of those.
