TAOC, not TACC. But really, Combat Controllers or no-poo poo ATC controllers are easy to find; attach them to a USMC TAOC or a USAF CRC. There's probably actually an in-place answer for this that I've just never seen come up, though.

The Rafale's canards were meant to increase lift (which in turn allows slower landing and take off speeds, an important thing for a carrier aircraft) without blocking the pilot's sight of the deck (also an important thing for a carrier aircraft). Here's an overhead view of Rafale onboard a carrier (along with an E-2 and some SEMs) so you can see the difference.

So there are two doomsday planes in one shot. Also, the lower-quality NatGeo documentary linked on the right goes more in-depth, showing the copper mesh on the windows as well as the VLF antenna winch room in the aft section. I would guess they were either trying to abort takeoff way too late or they somehow activated the chute on accident. Usually things like that have a cover on the button though.

That said though I don't remember seeing billowing smoke coming off the brakes so maybe not?
