The only reason you'd target a las vegas casino, is if you wanted to kill as many people as possible, which suggests this is an ISIS attack the use of multiple coordinated active shooters is also consistent with that, they've done similar attacks on hotels in india or some poo poo

Granted, that one started with a police execution
