okay, so it's just a peltier unit and a battery in a watch strap? the 400mAh battery they specify stores around 1.46 watt-hours (5300J) of energy if there are no losses a human being who eats 2000kcal of food energy per day releases about 100 watts of energy continuously, on average (Wachowski & Wachowski, "The Matrix", 1999). the heating unit of this watch, it is claimed, runs for up to 8 hours. luckily, turning electrical energy into heat is a perfectly efficient process (although getting it into the person's body is another question), so we can determine that the watch emits around 180 milliwatts of heat over that 8 hour period. so the watch adds an additional 0.18% to the person's normal metabolic heat. or, to put it another way, the 5300 joules contained in the battery is energetically equivalent to 1.25 kilocalories -- approximately as much energy as in 10 grains of rice (1/3 gram). the cooling situation is even worse, because peltiers are notoriously inefficient heat pumps. i'd guess at best you might see a fifth as much cooling power, 30-50 milliwatts or so.
